Ballmer himself said it was going to be based on vista. All they were working on was the interface and a few other things.

Did some work on a laptop for a fellow employee, i.e. eliminate crapware, turn off unused services, etc. While the machine was idle it consumed 768mb RAM (that&#039;s without doing anything).</description>
