I think we were sufficiently prepared. Anyway, across networks we now retain about 100 users and the bridges generally work, with over 90% of the activity coming from localhost, so we're better off. Also, in case of downtime in one network, we can use the other temporarily, aka 'multiclown'

if one network goes down, I start logging from the other side, then switch back over. Buffering isn't an IRC thing, unless the connectivity issue is temporary, and may depend on client side and irc daemon.
