At least then the SEP licensor should be obliged to disclose all corresponding FRAND licenses. A given bandwidth is certainly acceptable, but the refusal of any disclosure, not to the general public, but to a license seeker opens some reasonable doubts about the true FRAND character of some offers. schestowitzIt can be agreed in principle that a SEP held by a troll should not be treated differently than any other SEP holder, but trolls are a perversion to the patent system as a whole. Trolls are empty shells not having any labs or so to develop new technologies.
