Start with zOS: this looks very little like an operating system that people today understand. In fact, it is one reason CICS and then LE came about: to kinda sorta make this a recognizable platform. Okay, so a bunch of bandages were added to a really odd-ball OS. S
[07:44]	schestowitz[TR2]	o we are all good? No: you need very specialized people ( or AI ) to configure and run these systems. (And let's not talk about IMS!) These specializations are mind numbingly recondite and no current SW engineering student should ever want to touch it.
[07:44]	schestowitz[TR2]	The fact is that even within the company, the specialized skills required to evolve this miasma of overlapping software with bizarre tendrils is slowly disappearing. First, a lot of old timers are heading for the exits. Second, the fixation with moving work to "low cost" countries is not building the deep skills IBM needs. That could happen in time but has not happened yet.

Add to that the truth that every single customer wants to get off the platform because it is, by far, the most expensive way to run software. (The whole four hour rolling average computing use drives customers crazy. But it does bring in a lot of revenue.) And then again add the fact that IBM's attention is on AI (where they are no

[07:44]	schestowitz[TR2]	Until all work is moved off the platform and recognizing that it does run a lot of the world's economy and that even IBM is failing to keep a relevant workforce, this platform should be turned into a public trust and IBM should move on with all of its new initiatives.

[13:41]	schestowitz[TR2]	the Financial Times, staff representatives at the ECB are criticising the "anti-
[13:41]	schestowitz[TR2]	democratic" behaviour of the governing body of the institution, which is based in
[13:41]	schestowitz[TR2]	Frankfurt, Germany.
[13:41]	schestowitz[TR2]	And with good reason: the ECB has proposed requiring employee representatives at
[13:41]	schestowitz[TR2]	the financial institution to devote part of their time to their daily work. However, under
[13:41]	schestowitz[TR2]	German law, they are entitled to devote themselves full-time to defending the
[13:41]	schestowitz[TR2]	interests of the workforce... while receiving their full salary.
[13:41]	schestowitz[TR2]	In a letter addressed to ECB President Christine Lagarde and seen by the British
[13:41]	schestowitz[TR2]	business daily, Staff Committee Chairman Carlos Bowles described the British
[13:41]	schestowitz[TR2]	institution as a "legal fortress that is not accountable".
[13:41]	schestowitz[TR2]	"We regret to note that these principles, which are expressed outside the institution,
[13:41]	schestowitz[TR2]	appear to be given little value within the institution by its power structure," wrote the
[13:41]	schestowitz[TR2]	staff committee chair.
[13:41]	schestowitz[TR2]	According to information from the Financial Times reported in a previous article, on
[13:41]	schestowitz[TR2]	12 May, the ECB had already proposed reducing the daily time allocated to staff
[13:41]	schestowitz[TR2]	representation to 75% for the committee spokesperson and only 50% for other
[13:41]	schestowitz[TR2]	elected staff representatives.
[13:41]	schestowitz[TR2]	Carlos Bowles was quick to react on LinkedIn, arguing that "an independent ECB
[13:41]	schestowitz[TR2]	cannot function effectively if its staff are afraid to express their opinions for fear of
[13:41]	schestowitz[TR2]	reprisals".

[13:41]	schestowitz[TR2]	In his latest four-page letter to Christine Lagarde, Carlos Bowles even claims that the
[13:41]	schestowitz[TR2]	ECB's treatment of staff has led to "widespread complaints of favouritism, (...) high
[13:41]	schestowitz[TR2]	rates of burnout and the vulnerability of many colleagues working on temporary
[13:41]	schestowitz[TR2]	contracts".
[13:41]	schestowitz[TR2]	According to a survey conducted in February by the internal union Ipso among 1,425
[13:41]	schestowitz[TR2]	ECB employees, the results of which were published on 30 April, a large majority of
[13:41]	schestowitz[TR2]	respondents ( ) share their dissatisfaction with the transparency of recruitment and
[13:41]	schestowitz[TR2]	internal promotion processes.
[13:41]	schestowitz[TR2]	"Many respondents believe that favouritism plays a more important role than
[13:41]	schestowitz[TR2]	professional performance in promotions," the study highlights.
