This creates an issue where the work horses are directed of the mandate, 1st or 2nd line mangers can not answer any questions that the worker bees ask. Sure, IBM is not in the best shape, and the company in general is meandering and constantly losing its footing. But so much fails on the level of mid mgmt and that translates into bad immediate mgmt. Competent manager can make a bad team good. Instead they ruin good teams, and make bad teams even worse.
