[01:33]	IsambardPrince	The new law says they'll be counted as wherever they lived before they went to prison, so the people in that area will get the representation (which benefits Democrats).

[01:36]	IsambardPrince	Illinois created a legal fiction that says if you were living in an apartment in Chicago before you got sentenced to like 20 to life, you live in Chicago, at an apartment building that might not even exist anymore.
[01:36]	IsambardPrince	Also, Illinois is not growing as fast as some other states are, and the downstate areas are losing population, but Chicago is gaining population.
[01:37]	IsambardPrince	So right now the US House districts are very gerrymandered to 14 Democrats, 3 Republicans.
[01:38]	IsambardPrince	But the Democrats only get about 59% of the vote statewide for House districts.
[01:38]	IsambardPrince	Next time, Illinois will lose one seat.
[01:38]	IsambardPrince	So there will be 16 total.
[01:39]	IsambardPrince	Since the "prison gerrymandering" is not a thing now, and downstate is losing population, it's likely that in the new scheme it could be 15 Democrats and 1 Republican, or if they really torture the map, 16 Democrats 0 Republicans.
