Perhaps lost in the smokescreen [1, 2] and misleading figures/totals channeled by Microsoft through its controlled/official channels and sponsored press:
The WARN notice will likely appear as a .xlsx (Microsoft proprietary format) file here in edd.ca.gov when it's posted.
So a lot more than "3%" will end up being laid off in the US this month/week alone (there's more coming next month, say credible leakers who saw early communications).
The 3% figure suggests Microsoft will likely cut the staff in several "waves", as previously noted (maybe 3 waves, totalling 10%). Facebook did 11k several times a few years ago. It makes the totals look a lot smaller.
Microsoft's shares are down today, just like LinkedIn traffic last month. Will they ever become profitable? Or just a loss leader like GitHub, Twitter (X), and YouTube? The debt is fast-growing. █
