Having casually studied those sorts of things using these nontraditional methods, I can tell for a fact that the "wave" above (mass departure) is far from normal, even for a very large company such as IBM.
To me, the words "marching orders" ring true. It seems like aside from the "RAs" and "PIPs" there are also "nudges" and "prods" and "hints" (to leave).
Whatever IBM says about the scope, scale, or magnitude of the "RAs", it doesn't tell the full story. █
