Sceptical of it, but IBM (the paymaster) forces that anyway. When your managers come from McKinsey (and Microsoft) and haven't a clue about technology. They instead cheat and game the system.
Witness what a laughing stock IBM has turned Red Hat into. No wonder many resign (some of them genuinely, not all pushed out by PIP).
This won't end well when the circular financing accounting fraud suddenly "pops". And yes, that is inevitable. Who will clean up the mess? Like worthless and unlabelled slop in the codebase... β
