That one comment is believable because we saw stories like these many times before. Perhaps IBM assumes it can hire people who are not fluent but are "AI fluent" and then use chatbots to bridge the gap, e.g. with "vibe coding" and slop for E-mail. If it is a race to the bottom (lower salaries), then it'll leave IBM at the very bottom, in due course (customers will notice something profound has changed).
