Layoffs at Red Hat were explained to us by Red Hat whistleblowers. It's quite a slog; they do it in the shadows with PIPs and "retirement" sweeteners. The general idea is to induce "cost-savings" or "optimisation" or "efficiency" (as MBAs put it) by shrinking rapidly without it being detected and without "alarming the shareholders".
Red Hat staff became IBM staff, more so in January (many last summer as well). Some publicly announced this. This means that Red Hat's work culture is almost entirely superseded by IBM's ruthless culture of "stack(ed) ranking(s)" and PIPs happen all the time (or "low performers" bucket-binning - similar and overlapping mechanism by which to signal people to leave and save face to avert an inevitable, dire conclusion).
About IBM layoffs, in general, "usually twice a year it makes the newspapers and we have large scale US layoffs but they very rarely need to file WARN notice since they do relatively small percentages but relatively often," somebody explained this week.
From what we heard (Red Hat whistleblowers), there are internal meetings and pressure is put on staff - sometimes the pressure alone compels them to leave (or seek alternative employers/sectors).
IBM layoffs are silent and "forever" (small trickle that never ends and is widespread - after all IBM is a very global and ubiquitous firm). Don't rely on corporate media - mostly parrots of the tech giants (sometimes directly owned by them) - to tell you this.
To be clear, we are not bashing the media, we are merely explaining what's happening. █
