Romania Used to be Windows Stronghold, But That's No Longer the Case
Windows was once upon a time so ubiquitous that institutions didn't bother supporting anything except it. But Microsoft Windows, even in strongholds like Romania, is declining; its dominance wanes (notice how close it was to 100%) and if one counts Android, it's no longer #1.
Romania was conquered by the Soviets many decades ago and then by Microsoft around the 1990s. It won't allow that again; lessons learned. █
