Silent Layoffs, Cool-down, and Cool-off: How GAFAM and IBM Operate (the Law Doesn't Apply to Them)
Earlier this month: IBM Allegedly Stopped Hiring (This Tends to Coincide With Mass Layoffs)
Hours ago: (lots more like that)

At IBM, people now discuss when IBM will officially transition from PIP waves to layoff waves (RAs), i.e. when people who refuse to leave (or give up during/after PIP) will be outright removed, employment terminated with prejudice and maybe without severance.
"Confirmed RA coming in November for US," somebody wrote some hours ago (others demand some basis/proof). The thing is, there were many IBM RAs this year, but the media did not cover them and no WARN notices were issued. Consider the massive layoff waves at Red Hat and Confluent earlier this year.
IBM is cheating the system. It just doesn't report what's going on, so layoff trackers are merely an illusion, borderline misinformation (if it's not their intention, it is not disinformation).
People from Microsoft are saying that 1) there are lots and lots of layoffs. 2) workers are pushed to work very hard and sometimes overtime (unpaid). 3) there are cuts, e.g. staff services and benefits removed/reduced.
But don't worry, they get their salaries in "stock" - the thing Microsoft still has left because the debt is gigantic and fast growing. They try to sell a pyramid scheme boosted by infamous scammers and future short sellers.
"Tech companies with no cooldown period" are now discussed in Blind, as Microsoft seems to be the odd one.

On top of that there are illegal NDAs and "no poaching" agreements that are also illegal. These companies hide their layoffs (until they cannot anymore).
Laws? What laws? The IRS is already reluctant to pick on the biggest tax evaders, knowing how much court battles with them might cost.
Without cool-off period we sometimes hear of 'former' Microsoft staff entering our government (to make decisions on how to misuse our tax money and what to impose on us all) or people from our government taking a job (bribe, "time to cash in") at Microsoft after doing something for Microsoft. Sometimes it's both at the same time. █
