Stepping down as Policy Manager

Hello!

I've decided to step down as Policy Manager as of now. The reasons for
this are the recent changes in Debian leadership, the reactions to recent
decisions (the logo, "purity", etc.), and the change of attitude by some
people in the project. 

The major problem of our project is the lack of leadership. This means, we
need a few people in the project who can make decisions--in some cases
without holding a vote. The second major problem is the continuous growth
of the project, both in number of packages and in number of people. If
these problems don't get fixed within the next year, we'll get serious
problems. 

Unfortunately, the last week has shown that most people here don't
recognize these problems and head into a direction where our situation 
will get worse.

If a new Policy Manager has been approved, I'll provide him/her with the
necessary details. There are a lot of open policy discussions which need
to be discussed and reworked into the manuals. (If noone contacts me
within the next two weeks about that, I'll upload the debian-policy and
developers-reference packages as orphaned packages.)

Note, that I'll continue to coordinate the keyboard configuration and
documentation projects.
