Because of the size limit of LiveCD, Gimp was removed not only for language support but for the new features like initrd system called Dracut. I confirmed it being myself one of Fedora contributors (packager and designer).
Be in mind it is possible to create a LiveUSB with permanent storage and just install Gimp.

It’s still a part of Fedora and it’s hard to believe there are language support issues for a program that includes almost no language in it’s GUI or use. I can’t find anyting that says Gimp has been removed or why, is there a fedora site that mentions this?

It would be understand if Ubuntu had multiple languages support like Fedora 12 Gnome LiveCD iteration (that was the reason why Gimp had to be removed but can be easily installed until LiveCD is rebooted or using USB version).

As for Gimp, there is a plugin called Separate+ that allows to convert RGB to CMYK. Not truly CMYK per see but it does its job for print processing.
