Either way, when Microsoft finally supports ODF, which I believe it hesitantly will, then people who do not use Microsoft Office will benefit.

Thay cannot afford to let public institutions stop buying licences of one of their top cash cows: MS.Office. If ODF is made mandatory by public institutions, probably the biggest Microsoft customer, then, it will be mandatory for Microsoft (for obvious business reasons) to implement native ODF support into MS.Office. remember the ultimate driving force for everthing Microsoft does is money.
