It would be easy money for companies to focus initially on the XBox. .. Since I don’t follow this stuff much at all, I really don’t know.

The “Xbox exclusive” DLC wound up being released for the PS3 a few years later. The same story has happened with many “Xbox exclusive” games, sometimes with the later PS3 release receiving additional content:

Bioshock
Fallout 3 DLC
The Elder Scrolls 4: Oblivion
Star Ocean 4
Tales of Vesperia (in Japan, at least)
Eternal Sonata
Braid

just to name a few.

These days, the term “Xbox exclusive” means “timed exclusive” more often than not. I won’t make a prediction here, but I won’t be surprised at all if we see the Mass Effect trilogy come to the PS3 eventually.
