It started out being for Windows itself and bundled applications, other programs were (supposed to) use ini files (plain text). Over the years, more and more third party software began dumping their settings in the Windows Registry until that became the "thing to do", at this point Microsoft had to back them because it was too late to tell them to geJun 12 18:50

When Windows NT 5.1 (XP) was released, Microsoft started running everyone as an Administrator by default.
