[19:28]	DaemonFC	MP2 was never sufficient, and most of the problem was lack of mandated VBR support on the decoder side and no Mid/Side Stereo support. MP3 had a poor implementation of M/S stereo. It had to either be enabled or not enabled on a frame-by-frame basis. Sometimes this forces the encoder to avoid using it at all when other codecs can apply it in part, since M/S stereo can cause MDCT artifacts if applied to an entire frame, which MP3 forces you to 
[19:28]	DaemonFC	do. This is further compounded by the fact that MP3's bit reservoir causes the design flaw to affect other frames which normally wouldn't have been affected. So telling the encoder to use Variable Bitrate minimizes the use of the bit reservoir and minimizes the odds of this occuring due to part of another frame being packed into the reservoir, but cannot eliminate the situation as MP3 frame sizes are not arbitrary.
