In a nutshell:
Microsoft/Windows TCO will always be huge. They're understaffed and they lay off staff, especially datacentre folks. In some datacentre in Australia they reportedly had just one person or none when everything went down (for several days).
This is not a problem they can resolve. They'll just lie about it and attempt to shift the blame, as usual. █
