IBM RAs in India (Apparently)

This goes against the narrative of IBM moving all the jobs to India because of cost and right now there's this discussion about how RA decisions are made:
In a nutshell, it is indeed about cost-cutting and the decisions are made by people at the very top, even is those who have 1-on-1 meetings with impacted staff merely deliver the message about someone else's decision/s.
If the claims we saw are true, the layoffs will carry on today (last day). It seems to have reached Europe as well.
