10 Easy Steps to Follow for Digital Sovereignty in Nations That Distrust GAFAM et al
When "enough is enough"

1. Cancel or set end day for all GAFAM et al contracts; 2. allocate newly-available budget (see (1)) to local geeks capable of deploying BSDs and GNU/Linux on routers, servers etc.; 3. teach skills required for (2) in schools and universities by endowments and grants for people like Andy Farnell; 4. with eye on (3), foster public understanding of Digital Sovereignty and how important it really is (more than a shallow form of patriotism, it is also self-defence); 5. with mail servers gradually set up domestically (see (2)), try to move everybody - until push comes to shove - away from GAFAM communication services such as Gmail as they're censorship and manipulation tools (spying and propaganda by slop); 6. enhance understanding among the general public of why social control media isn't a communication service but a filter controlled by hostile barons; seeing that it is unhealthy and a waste of time, among other factors of pragmatism, more people will stop participating, undoing the 'network effect' (this begets an economic productivity boost, too); 7. start digital fluency programs not just for geeks who deploy and maintain systems as per (2) but also for the general public, fostering better online/digital practices rather than preaching about proprietary GUIs and brands; 8. to prevent 'remission' of GAFAM (as per (1)) treat such disservices in the same way you treat tobacco products (not complete ban but discouraging factors like warnings, taxes, ages restrictions, requests for exception/exemption); 9. provide public services to help people set up personal blogs and teach them skills like RSS reading to avert 'remission' of social control media; 10. ensure technology makes people happy, preserves confidentiality (personal dignity), and works effectively while only depending on locals with required skills and physical access to sites (outsourcing to other countries increases energy use and costs). █
