Vista 11 Turns 5 in a Couple of Months. Not Many People Use It.
It is the only supported version of Windows; many people move elsewhere
According to US government sites with "1.82 billion sessions in the last 30 days," only about 1 in 4 Windows users is a Vista 11 user. Based on their own breakdown of usage (in the US):

This is a disaster for Microsoft. In August 2021 Microsoft made a fake 'leak' of Vista 11, in essence making it publicly available about 5 years ago.
This version of Windows is barely being adopted. Given the fast-rising cost of new PCs (or anything with electronic components), that won't be "fixed" (for Microsoft) any time soon. █
