Silent layoffs happen when companies either ignore the WARN Act (in the US) or work around it. The latter is sort of legal, but it's a showing of corporate dishonesty.
IBM recently did mass layoffs by spinoff. Bluewashing of Red Hat was done earlier this month (again), as announced in advance this past summer.
IBM will continue to shed off loads of workers while its debt climbs [1, 2]. █
