merge non-free and contrib?



Hi!

I think we should consider to merge `non-free' and `contrib' now. These
are the arguments for this:

  1. A lot of people here still don't understand that `non-free' does
     _not_ mean `non-dfsg-compliant'.

  2. Merging "non-free" and "contrib" would make life a lot easier for
     the maintainers. (They could easily check if the package complies to
     the DFSG and if it depends on packages out of `main'. Everything
     that fails this can go into the new "non-free".)

  3. Here are some statistics:

            distribution         number of .debs
            ==================== ==================
            hamm/hamm                  1090
            hamm/contrib                 43
            hamm/non-free               126

     Since `contrib' has only 43 packages, this does not make much
     difference for the CD vendors.

I suggest to merge `contrib' and `non-free' and call the new distribution
`non-free' as now. Thus, the new name can be interpreted of "not free
according to the DFSG" and the change does not produce much traffic for
our mirrors.

Note, that those CD vendors, that leave out `non-free' at the moment will
loose the `contrib' packages. However, most people here don't understand
all rules in the current policy regarding the distributions (they are
really hard to understand so I can understand that) so I think we should
simply the policy.
