tar reverted to prior version

After some discussion with the upstream author, and a quick check with Bruce,
I have reverted the tar in the rex tree to the 1.11.8-5 version, and moved
the 1.11.11-2 version to project/experimental.

All versions newer than 1.11.8 are "pre-releases" from Francois Pinard, and 
while he has appreciated the feedback on issues we've found in the later
releases, there are some not-so-subtle bugs in 1.11.11 that won't be fixed
soon enough for me to feel good about Bruce/Ian etc having to deal with them
in their packages that wrap tar.

I copied the m68k version of 1.11.11 into project/experimental with the right
name, but I didn't see a 1.11.8 .deb package for m68k still on master, so the
1.11.11 is still in rex/binary-m68k/base and should be replaced with a 1.11.8
ASAP.  

Anyone who has installed 1.11.11 and doesn't have some good reason to
need it should probably "downgrade" to 1.11.8-5.  Anyone who wants to run
1.11.11 and continue to report problems knowing they won't get fixed very
quickly is certainly welcome to do so!

I assume the Package files will get rebuilt from cron, I apologize if anyone 
trips over my diddling before that happens.
