The debian-private mailing list leak, part 1. Volunteers have complained about Blackmail. Lynchings. Character assassination. Defamation. Cyberbullying. Volunteers who gave many years of their lives are picked out at random for cruel social experiments. The former DPL's girlfriend Molly de Blanc is given volunteers to experiment on for her crazy talks. These volunteers never consented to be used like lab rats. We don't either. debian-private can no longer be a safe space for the cabal. Let these monsters have nowhere to hide. Volunteers are not disposable. We stand with the victims.

You might be intereted to know that the Deity project has been working on
something pretty much exactly like this. Look at:

For more information. It sounds like we have all the features you
developed below built into the package management scheme.

Furthermore, I think an 'admintoo' is more in the area of configuration of
packages, things like smailconfig and the X setup scripts. There is a
whole mailing list devoted to the admintool topic.
