Even the name tells you it is a big MISC - what the heck does Finance have to do with Operations? He knew nothing about IBM or tech so people like that bring in consultants for "plausible deniability" where they can take all the credit (he saved IBM and make elephants dance!) if it works out and blame the consultants if it does not.
