Try at night.  alter.net's routers are way overloaded during the day
and drop packets like mad.  I always get about 25%-40% loss during the
day.  That *can't* be good for the ftp xfer.  I get lousy bandwidth,
but haven't ever seen a locked xfer.

An alternative is to use reget, or use ncftp which tries to reget
automatically.  You could also run an fsp daemon on master at some high
port number.
