systems without floppy disks DO have compilers.

if someone needs something unusual/different then they are at perfect
liberty to tweak the Makefile, hack the source, and recompile the package
themself.

anyone who goes to the trouble of setting up a floppy-less system must
have the skills and knowledge to compile a statically linked version of
e2fsck.

debian binary packages are great, but soemtimes you just have to
re-compile the package yourself because the maintainer has chosen
different compile-time options than what you would want or need.

that's life.

IMO, it's up to the maintainer to decide how they compile their packages
(subject to debian policy manual, of course) - don't complicate their
life by demanding that they do everything your(*) way.
