purpose of our Policy Manual?

Hi!

One question I have since I took over the maintainance of our Policy
Manual: Should this manual cover "technical" issues only, or should we
expand it to cover all the "Debian development guidelines"?

In detail: There is lot of discussion about "verifying maintainers
identity", "signing packages with PGP", "accepting new maintainers", etc.
and IMHO we should document these things somewhere.

As the "abstract" of the Policy Manual currently says:

``This manual describes the policy requirements which must be satisfied
for a package to be included in the Debian distribution. This includes
details of the permissions and ownerships of files in packages and other
technical requirements as well as information like the upload procedure.''

I'm thinking of expanding the structure so that we can include related
issues as well. 

Should we create a new document for these "non-technical" issues?

Does this interfere with the "constitution" the BOD is workingo on?
