Splliting the distribution

  I thought the idea of the Priority field was to do things just like this?

I know, for example, that a lot of my packages that I make are not needed,
indeed not even expected for most people.  However there is a group of
people that will use my packages (hamradio operators).

So if these packages were shifted out of the "main building" into the
"portable offices" as it were, that would be no problem.  You wouldn't
expect these packages to be stored on the inital disk, but you'd expect to
be able to get them somwhere somehow.

I think we need a split between "first class" and "economy" packages, that
way we can get the best of both worlds.
