That's under old management. Some years ago it was openly reported in the media that a massive proportion of pro-ISIS accounts in Twitter were operated from Saudi Arabia or by Saudi Arabians (just like in 9/11). It's no longer easy to find press reports about it, but here's a copy of a PDF that describes the problem.

Remember that Saudi Arabia is a top shareholder of Twitter and X. Do people still want to contribute to such social control 'media'?

It's rather strange all the articles about the above (1,500 or 15,000 pro-ISIS accounts from KSA, based on memory; far more than many other nations combined) just gradually vanished (I simply cannot find them anymore; I've tried hard), but the other weird thing is, in KSA they put you in prison or kill you for opposing the regime, but not ISIS.
