The state is playing games with counties and refusing to accept any inmates from county jails, citing "Coronavirus", but in reality that leaves counties backlogged with thousands of prisoners that would cost the state over $60,000 per year, each, to keep in state prison.

So, in turn, the counties are trying to avoid sentencing anyone to jail over misdemeanors. The state can probably save hundreds of millions of dollars even if it loses the lawsuit, by the time a decision is handed down.
