Countries Take Action Against Social Control Media and 'Smart' 'Phones', Not Slop (Plagiarised Information Synthesis Systems or P.I.S.S.)
Regulation is typically a bit "behind" (the times) and at the moment countries are slow to respond to Social Control Media selling violent actions, sexual abuse of minors, and flagrant body-shaming of women using fake nudes (sometimes they do the same to guys, like many who put RMS in a bikini last month). The latter is slop images, made easily accessible and fast to generate despite them being gross abuse. Then they get shared to the entire world very easily. Sometimes the person who profits from it openly makes jokes about it; pedophilia seems to be a joke to him and he puts it behind paywalls now (to profit from pedophiles and other perverts).
To be clear, what's at stake here isn't "free speech". Even back in the 90s many people online talked about fake nudes of celebrities and it was a big problem. The governments stepped in to curb the trend.
None of this is unprecedented except the scale and speed of sharing.
Why does a lot of the political class exempt slop from regulation? Follow the money. It's all about money.
This has nothing to do with "intelligence" or "AI"; this is CG, it's not new, and it's just made to seem acceptable (the lack of effective regulation will embolden others to do the same because "everyone else is doing it" anyway). █
