Sorry about this, but won't Gnash/swfdec be able to handle it? The only other option would be to exclude videos altogether. Ripping them and hosting them locally (as Ogg Theora) would probably be a violation.
It would make sense for the EU to invest in its own workers and its own software projects, more so now that there are hostile countries both to the east and to the west
