Some people have estimated that the latest round of IBM layoffs impacts about 10,000 people (or, by extension, families). But we already know that some people got pushed out, not laid off [1, 2], so the real scale of the RAs will remain elusive. Headcount isn't a yardstick to be considered seriously; they tend to game those numbers in all sorts of ways, as we explained before.
