GNU/Linux in Monaco: From 0.3% to Almost 6%

Monaco is a small country, so the total number of computer users in Monaco is also small. Nevertheless, these measures of OS usage there (original, ODF) seem quite stable across months and we're able to plot a ChromeOS+GNU/Linux graph that's not all over the place (up and down fluctuation). Notice in particular what happened in recent years.

Other small nations in Europe show a growing shift or pivot or migration towards GNU/Linux, e.g. 6% in Luxembourg and 5% in Liechtenstein.

Perhaps some of these are SteamOS users. What can Microsoft do? Fall even deeper into debt to try to forcibly kill SteamOS?
