THE Gartner Group's Andrea Di Maio (mentioned before in [1, 2, 3]) for suggesting that "Cloud Computing [is] Killing Open Source in Government" and saying along with Michael Silver that governments in Europe are not moving to Free/open source software, which would of course be a lie) is still serving their main clients, which are of course proprietary software vendors.
I have been an early skeptic on the Open Government Directive, not because it is not a good idea, but because one must appreciate the implementation challenges and how high (or low) a priority it can be in the context of the strategic objectives that each agency has to meet.
